Advocates hope the payments will give the state the ability to contemplate all sources of air pollution collectively as an alternative of individually, and permit the state to disclaim a allow if there’s adverse impacts on over-burdened communities.

They’re calling the invoice package deal the Defending Overburdened Communities Act—or POCA—as a result of they are saying these areas are likely to see a number of sources of air pollution. Nevertheless, advocates say the payments will defend the well being of all Michiganders.

“We don’t get to pick and choose what sources of pollution we’re going to breathe in to our bodies each day,” mentioned Chris Gilmer-Hill, consultant of the Michigan Environmental Justice Coalition. “I do not get to determine that Tuesday goes to be a sulfur dioxide day. I do not get to select that I am solely gonna breathe concrete mud each different Wednesday. We all know that our communities are coping with all this stuff on the similar time. Now we have the instruments now to indicate what that appears like, to show that this can be a actual drawback, so now we have to do one thing about it.”

Senator Chang says comparable laws has already been handed in states like New Jersey, New York, Massachusetts, and Minnesota.
