Sir Keir Starmer has referred to as the pile of fly-tipped unlawful waste subsequent to a river in Oxfordshire “utterly appalling” and stated “all available powers” can be used to make these accountable cowl the price of the clean-up.

‘Mountain’ of waste dumped
