The woman, who’s regarded as round 9 years outdated, was discovered on the Al Hol camp in northeast Syria, which homes the wives and kids of IS fighters and supporters of the fear group.

She was being raised by a girl who will not be her organic mom and doesn’t communicate English, as she has spent most of her life within the camps.

Mr Ibrahim mentioned the woman was “about nine years old” and doesn’t know her mom or father “because she was moving from the custody of one woman to another”, as she had misplaced her mother and father.

“The camps reflect a very difficult environment for both women and children,” he mentioned.

“Those children may get imbued with more radical ideas and, thus, they will turn into IS cells.

“This [is] what we have been witnessing not too long ago – the cubs of the caliphate are organised within the camps. There may be additionally communication between IS cells inside and outdoors the camps.

“This is why we’ve always said there must be comprehensive solutions for those children since they carry IS heritageand are IS remnants.

“There have to be participation by the worldwide group to get rid of IS utterly.”

Requested what his message was to the British and different Western governments was, Mr Ibrahim mentioned: “The chaos that has happened and [is] still happening in Syria outlines that terrorist organisations in Syria have found a fertile ground to reorganise their ranks.”

He added: “We have information in that regard suggesting that IS is reorganising its ranks in the vicinity of major cities like Damascus, Aleppo, Homs, and other areas. This happens because IS has seized a lot of weapons left behind by the former regime in its military facilities.

“It’s also the results of the present chaos and the interim authorities’s lack of ability to implement security and safety, along with its lack of ability to claim its management over Syria and even perform its safety duties successfully.

“There must be an international collaboration aimed at reorganising what is happening in Syria.”

Final month, IS militants attacked members of the Syrian Democratic Forces (SDF), the safety forces controlling massive elements of northeast Syria, killing 5 of their troopers in Deir Ezzour province.

Mr Ibrahim mentioned there has “absolutely” been a rise in IS exercise after the autumn of Bashar al Assad, who had dominated Syria from 2000 till he was overthrown in December final yr.

“The daily attacks indicate IS is reorganising its ranks to destabilise the areas of north and east Syria to create security chaos and exploit the disorder already triggered by the fall of the regime.”

An interim deal between the SDF and the brand new authorities in Damascus has but to be absolutely carried out after the elimination of Assad from energy, with disagreements remaining over integrating Kurdish forces right into a nationwide military.
