BBC apologises to employees over dealing with of Russell Model complaints

The BBC has apologised to employees who felt unable to boost considerations about Russell Model’s behaviour throughout his time working for the broadcaster.

BBC director of editorial complaints and evaluations Peter Johnston, who carried out the assesment, discovered there have been many employees who felt “unable to raise” considerations and believed Model “would always get his way and therefore they stayed silent”.

Mr Johnston stated “culture of the time undoubtedly influenced what was acceptable/tolerated” however that “the processes for raising concerns were also not as developed as they are now”. The BBC has since improved these processes, he stated.

Whereas the evaluation is predicated on studies of incidents that occurred years in the past, it “demonstrates that the issue of power hierarchies in creative teams and the role of presenters is something which the BBC should continue to closely monitor”, he added.

Russell Model joined the BBC as an everyday presenter for six Music in April 2006 and joined Radio 2 in November that yr. He had common present on the station till he left in 2008.

His hiring was “understood (by those keen to hire him) to be a decision which carried editorial risks, given the nature of his comedy performances and material, but was in line with the strategy of the station at the time” – which was to draw youthful audiences and herald presenters with profile, the evaluation discovered.

Model was requested to take part within the evaluation, Mr Johnston stated, “but did not accept the invitation”.

The evaluation was carried out after a joint investigation by Channel 4’s Dispatches programme, The Occasions and Sunday Occasions, revealed in 2023, wherein Model was accused by 4 ladies of sexual assaults and abuse between 2006 and 2013.

In response to the report, the BBC stated: “When allegations were raised about Russell Brand in 2023, relating to his work at the BBC, it was important that this was looked into methodically. This work has been conducted with the greatest care.

“The review considered eight complaints of misconduct about Russell Brand, only two of which were made while he was engaged by the BBC, one formally and one informally.  It is of great concern that some of these individuals felt unable to raise concerns about Russell Brand’s behaviour at the time, and the BBC has apologised to them as part of this review.

“It’s also clear that there have been compliance inadequacies on a few of Russell Model’s Radio 2 reveals which led to content material being aired that may not be broadcast right now. Russell Model left the BBC in 2008 following a high-profile editorial breach.

 ”As has been reported, there is an ongoing police investigation into Russell Brand. The BBC has been in contact with the Metropolitan police throughout the review and they have seen the report. The BBC acknowledges that Russell Brand categorically denies all public allegations made against him.”

In November, the Met Police stated that they had handed a file of proof to the Crown Prosecution Service (CPS).
